- White Coat Waste is a project to get the government out of the cat and dog testing business
- Following WCW investigations, Congress just introduced the bipartisan PAAW Act to defund ALL painful NIH cat and dog tests, which are opposed by over 70% of taxpayers.
- The PAAW Act is the first bill ever introduced by Congress to completely defund painful NIH testing on dogs and cats

- Over 62,000 cats and dogs are locked in U.S. labs, according to the most recent federal reports. Nearly 18,000 of these dogs and cats were subjected to painful experiments, including max pain tests with no pain relief, many of which are funded with our tax dollars via the NIH.
Citing White Coat Waste Project (WCW) investigations, Reps. Nancy Mace (R-SC) and Jared Moskowitz (D-FL) have just introduced the Preventing Animal Abuse and Waste (PAAW) Act (HR 7958) to defund all of the National Institutes of Health’s painful experiments on dogs and cats and require more transparency and accountability about all it’s testing on pets.
All told, 48,000 dogs and over 14,000 cats were imprisoned in US labs, according to the most recent available federal reports. Of those, over 13,000 dogs and 4,700 cats were subjected to painful experiments—many without any pain relief. Most of these cruel and wasteful tests are funded with our tax dollars via the NIH.
The WCW-backed PAAW Act is the first bill ever introduced by Congress to completely defund painful NIH testing on dogs and cats!
WCW’s ongoing investigations and lawsuits continue to expose NIH-funded experiments on cats and dogs at home and abroad, including:
- Septic shock experiments that force pneumonia bacteria into beagle puppies’ lungs and bleed them out
- Crippling “playful and purring” kittens, waterboarding them, and forcing them to swallow balloons
- Dog and cat experiments in unaccountable foreign labs, including infesting beagles with biting sand flies in Tunisia and crippling cats and forcing them to walk on treadmills in Russia
- Breeding kittens and puppies to suffer from debilitating genetic disorders for deadly experiments
- Rounding up abandoned pet hounds and strapping capsules full of hungry sand flies to the dogs’ so the insects can “feed” on them
- Cutting out cats’ eyes and electroshocking them
- Injecting beagle puppies with cocaine and fentanyl

Congress just enacted historic WCW-backed legislation to defund and eliminate all testing on dogs, cats, and primates at the Department of Veterans Affairs, but the NIH has no such plan. Reps. Mace and Moskowitz both supported the VA effort.
Now, we need to pass the PAAW Act because the NIH still funds more painful testing on dogs and cats than any other federal agency. The bill would defund the most painful experiments on dogs and cats bankrolled by the NIH and require reports on how much the agency is wasting to pay for outdated and inhumane testing on pets.

Rep. Mace and WCW previously joined forces to successfully cut NIH funding for the Kremlin’s cruel treadmill experiments on kittens and we shut down the NIH’s plan to waste $1.8 million for runny nose experiments on puppies, which Dr. Fauci personally admitted were unnecessary because alternatives were available. Rep. Moskowitz has also worked with WCW to lead legislation to defund the NIH’s cruel in-house septic shock experiments on dogs and demand details about its dog and cat testing.

In addition to co-leads Reps. Mace and Moskowitz, the PAAW Act is also being introduced by Rep. Nicole Malliotakis (R-NY), Troy Nehls (R-TX), Marcy Kaptur (D-OH), Eleanor Holmes Norton (D-DC), Buddy Carter (R-GA), Greg Steube (R-FL), and Dina Titus (D-NV).
As you might expect, polls show that taxpayers of all political stripes oppose publicly-funded pet abuse!
