The Problem: White Coat Waste Project investigations have exposed how U.S. colleges and universities are ground zero for some of the country’s worst taxpayer-funded experiments on puppies, kittens, dogs, and cats. These higher education institutions across the country rake in over $200 billion of our hard-earned taxpayer dollars each year from the federal government for wasteful animal testing and other programs.
The Solution: WCW Waste Warrior awardee U.S. Congresswoman Nicole Malliotakis (R-NY) has just introduced the Higher Education Loses Payments for Painful Experiments, Tests and Studies Act. The HELP PETS Act (HR 10048) disincentivizes deadly dog and cat experiments by cutting any and all taxpayer funding to colleges or universities that continue to conduct painful experiments on pets.
WCW investigations have uncovered how nearly 150 colleges and universities still conduct cruel testing on 9,000 pets each year, including:
- The University of Pittsburgh is making cats nauseous with bright lights and electric shocks and restraining them to a spinning hydraulic table for motion sickness experiments. Another Pitt lab electro-shocks cats to induce erections and make them defecate marbles.
- The University of California-Irvine slashes cats’ nerves and then shocks them with electric pulses to control their facial movements.
- The University of Iowa conducts painful and deadly sandfly experiments on discarded pet hounds
- Michigan State University is breeding dogs to suffer from a rare eye disorder and injecting experimental drugs into their eyeballs.
- The University of Georgia injected dozens of healthy beagles with experimental vaccines and then infested them with disease-causing parasites.
- Auburn University is breeding sick and deformed kittens who suffer loss of muscle control, difficulty walking, vision loss, tremors, and early death.
- The University of Missouri is buying beagle puppies as young as four months old, infested with hundreds of mutant ticks, and denying the puppies pain relief.
- The University of Pennsylvania is intentionally breeding puppies to suffer from debilitating genetic diseases for deadly experiments.

- The Georgia Institute for Technology is cutting off healthy cats’ legs, drilling restraint devices into cats’ skulls, inserting electrodes in their brains, and implanting metal coils into their eyes.

- The University of North Carolina is breeding hundreds of dogs to suffer from deadly bleeding disorders and abusing them in cruel experiments.
