Following WCW Investigations, New Federal Bills Target Dog Breeding and Pet Experimentation, Promote Lab Animal Adoption

  • On the heels of two new White Coat Waste investigations, federal lawmakers have introduced a pair of bills cracking down on pet experimentation and the breeding of dogs and cats for cruel testing.
  • Rep. Nancy Mace’s PUPPS Act would end the breeding of dogs for experiments and retire dogs in labs to rescues and loving homes.
  • Rep. Nick Langworthy’s bipartisan COMPACT Act would cut NIH funding for testing on dogs and cats.
  • WCW’s recent MAHA Betrayed report documented how HHS Secretary Robert F. Kennedy, Jr. has overseen more than $225 million in new dog and cat lab spending by the NIH during this Trump administration.
  • WCW also released new records exposing how Oak Hill Genetics, the country’s second largest breeder of dogs for laboratories, is still selling dogs for deadly taxpayer-funded experiments.

Earlier this month, White Coat Waste released its MAHA Betrayed report documenting how HHS Secretary Robert F. Kennedy, Jr. has overseen more than $225 million in new dog and cat lab spending by the National Institutes of Health during this Trump administration.

This week, WCW also released new shipping records obtained through the Freedom of Information Act showing how Illinois’s Oak Hill Genetics — the country’s second largest breeder of dogs for laboratories behind Marshall BioResources — is still selling dogs for deadly taxpayer-funded experiments.

Now, with WCW’s support, Congress is cracking down.

Congressional bills highlighting the Companion Animal Protection Against Cruel Testing Act and PUPPS Act to ban dog and cat biomedical research.

WCW just worked with Rep. Nancy Mace (R-SC) to introduce the Prohibiting Unethical Procedures on Pets in Science (PUPPS) Act, which bans the breeding dogs for use in experimentation (like WCW has exposed at Oak Hill, Marshall, Ridglan, and universities around the country) and requires that labs work with rescues to retire and adopt out dogs currently locked inside.

WCW is also endorsing Rep. Nick Langworthy (R-NY) and Mark Pocan (D-WI)’s new Companion Animal Protection Against Cruel Testing (COMPACT) Act, which cuts taxpayer funding for experiments on dogs and cats by the NIH and all other agencies under RFK’s Department of Health and Human Services, including the Food and Drug Administration and the Centers for Disease Control and Prevention.

The COMPACT Act also requires that taxpayer-funded labs make efforts to retire dogs and cats, creates new transparency and reporting requirements, and institutes lab whistleblower protections.

White Coat Waste is proud to work with Reps. Mace and Langworthy to stop Uncle Sam from funding experiments on dogs and cats, and ensure more survivors go from lab dogs to lap dogs and lab cats to lap cats.

The solution is simple:
